팬션에 놀러간 고3 3명사망, 7명 치료 중 (2018.12.18)

수능시험을 마치고 강원 강릉 펜션에 놀러갔던 고3 남학생 10명 중 3명이 숨지고 7명은 의식불명 상태로 치료를 받고 있습니다.

새벽3시까지는 인기척이 었었다고 하는데요 오후 1시에 팬션주인이 발견했다고 합니다.

경찰 조사결과 가스보일러와 배기구를 연결하는 연통이 제대로 연결되지 않은 상태였다고 밝혔으며, 보일러 배관이 비정상적으로 연결된 것으로 확인됐다.

 

한참 꿈을 펼쳐야 하는 나이인데...정말 안타깝습니다. "삼가 고인의 명복을 빕니다"

 


사고 직후 펜션 내부에서 측정된 일산화탄소 농도는 155ppm으로, 정상 수치의 8배 가까운 것으로 조사됐다.
병원에서 측정한 환자들의 체내 일산화탄소 농도는 25∼45%이었다. 정상은 3% 미만이며 흡연 시 5% 정도로 흡연 때보다도 5∼9배가량 높게 측정됐다. 소방당국에 따르면 출동 당시 펜션의 일산화탄소 수치는 기준치(9~25ppm)보다 최소 15배 이상인 150ppm으로 나타나 일산화탄소 중독에 의한 사고로 추정된다.

겨울철 가스보일러 사용이 증가하는만큼 CO중독사고가 발생할 위험성도 증가하겠죠? 가스안전공사 통계에 따르면 전체가스사고중 38.2%가 동절기에 발생했다고 합니다! 동절기 가스사용이 증가한 만큼 사고가 발생할 가능성도 증가하게 된거죠!


 

 

It has been confirmed that the pipes of the pension boiler in Gangneung, Gangwon Province were abnormally connected when a disaster occurred that killed three out of 10 high school seniors who finished the CSAT.

Police investigating the case said on Thursday that the connection between a 1.5-meter-high gas boiler and the exhaust was not properly made.
"The connections between the gas boiler pipes and the exhaust outlets were off-limits," the police said. "Although we consider the possibility that the exhaust gases were not released to the outside, all possibilities remain open."

The police set up an investigation headquarters in connection with the accident in which three high school students were killed and seven were found unconscious.
Ten male students who finished the College Scholastic Ability Test at a pension in Gyeongpo, Gangneung at 1:12 p.m. on the same day were found to be unconscious among group lodging.

Three of them are dead and seven are being treated at a hospital with unconsciousness.

The carbon monoxide level measured inside the pension is 155 ppm, eight times the normal level.
The concentration of carbon monoxide in the patient's body measured at the hospital was between 25 and 45%. The peak is less than 3 percent and 5 percent of smokers are estimated to be 5 to 9 times higher than smoking.

Police are considering the possibility of an accident, but are investigating the accident with all possibilities open.
The pension in Gangneung, where high school students finished their CSAT (College Scholastic Ability Test) were devastated after going on a personal study, was confirmed to have no carbon monoxide alarm installed. Although the facilities are used by many people, some point out that there are no minimum equipment for safety.

According to the fire department on Sunday, the level of carbon monoxide in the pension was 150 ppm, 15 times higher than the standard level (9-25 ppm), which is presumed to have been caused by carbon monoxide poisoning.

The pension was built in 2014 and was used as a detached house and started to operate in February of this year. It consists of three rooms on the first floor and two rooms on the second floor. The students in the accident stayed in a room on the second floor where the boiler was the only one in the pension. The high carbon monoxide concentration is assumed to be due to the separation of the stovepipe of the boiler, which is designed to allow gas to escape from the exterior of the building.

In case of an aged boiler, if the exhaust fumes of boilers are separated, carbon monoxide stays inside and becomes addictive. Police and fire authorities are investigating whether or not the boiler pipes were separated, and witnesses are under investigation.

In addition, the building in question has no carbon monoxide alarm installed. Experts point out that the lack of safety awareness of these accommodations has caused consternation. They said they grew angry by taking passive measures not to install carbon monoxide alarm because they feared it would malfunction.

Carbon monoxide alarm that is sold on the market will sound within 50 to 60 minutes on average, and 10 to 40 minutes on 100ppm, and 10 to 40 minutes on average after 300ppm on the market.

"There is no recognition that South Korea needs a carbon monoxide detector when using a fire alarm that has carbon monoxide sensing function in foreign countries," said Baek Dong-hyun, a professor of fire prevention department at Gachon University.

"The fire department does not deal with the problem of accidents caused by carbon monoxide in the fire department," said Lee Chang-woo, a professor of fire prevention at Soongsil University. "It is common to have carbon monoxide sensors installed separately or to operate on sensors installed in the boiler itself."

It is also pointed out that the fire risk in small accommodation facilities such as pensions is a problem. Because the fire prevention system is not subject to the fire prevention law, there is no obligation to install fire prevention facilities.

The building where the accident occurred has a total floor area of 228.69m2, which is not covered by the fire law. Buildings with a floor area of 600m2 or more must be equipped with fire-fighting facilities such as automated alarms and sprinklers according to the Fire Protection Act.

"The fire prevention law is not applied by industry but by the size of buildings," said Professor Gong Ha-seong of Woo Seok University. This explains that many accommodations have safety loopholes.

Ten students of two third-graders at Daeseong High School in Seoul were found dead or unconscious at around 1:12 p.m. yesterday after staying at the pension for three days.

The police are investigating the exact cause of the accident. "We are investigating what facilities are carbon monoxide (leaking out) in mind," said Kim Jin-bok, chief of the Gangneung Police Station.

ソンシル大学の李昌宇(イ·チャンウ)防火学科教授は,"火災部は,一酸化炭素による事故については対応していない"と話した。 "一酸化炭素センサーは別個に設置するか,ボイラー自体に設置されたセンサーで運転するのが一般的です"

年金など小規模な宿泊施設での火災リスクも問題だという指摘もある。 防火システムは防火法の適用を受けないため,防火設備を設置する義務はない。

事故が発生した建物の延べ床面積は228.69m2で,火災法の対象外となっている。 床面積600m2以上の建物には,防火法に基づく自動警報器や散水器等の消火設備を設けなければならない。

ウソク大学のコン·ハソン教授は,"防火法は産業ではなく建物の規模によって適用される"と話した。 これは,多くの宿泊施設に安全用の穴があることを説明しています。

ソウル大成(テソン)高校の3年生2人のうち10人が,年金生活3日間に3日間滞在した後,午後1時12分頃,死亡または無意識のうちに発見された。

警察は事故の正確な原因を調査している。 江陵(カンヌン)警察署の金振福(キム·ジンボク)課長は,"一酸化炭素(漏れ出し)を念頭に置いて捜査している"と話した。
